Descriptions of the Fields of a Proposal

The title of the proposal

Proposal ID: A numerical ID automatically given by the system.

Proposal State: The state that the proposal is in (see the Proposal Lifecycle and the Changing the State of a Proposal sections of the User's Guide for more information)

Update or Revision Proposal: This field shows whether the proposal suggests an update that can be achieved in the usual ICD update cycle or whether it is made for the ICD-11 revision.

Primary Code affected: The primary ICD cide affected by this proposal. (See also the section: Selecting where to attach the proposal in the user's guide)

Secondary Codes affected: See the section: Selecting where to attach the proposal from the User's guide. Volumes Affected: The list of ICD volumes that will be changed as a result of this proposal.

Proposal Type: The type of this proposal. The originator selects this from a predefined list

Change Reason: Similar to above, the originator selects this from a predefined list

Updates Specific to a Language Version*: This field is dislayed only when the proposal is suggesting a change to a specific language version of ICD. Not having this field means that the proposal applies to all language versions.

Detailed Description: This is where the user explains the proposal. He/She may provide the updated version of the ICD text using strikethrough text for the removed parts.

Rationale: This field includes the information on why this change is necessary.

Supporting web links*: Some web links attached to the proposal which are related to this proposal.

Supporting Publications *: A list of uploaded files that related to this proposal. They can be in one of these formats: pdf, doc, rtf, txt, or xls.

Proposal Summary: If the proposal is a revision proposal, a summary of the proposal and the discussions are prepared by the editor and placed in this field after the discussions.

Reason for Deletion*: If the proposal is deleted or rejected, the reason can be placed in this field. This field is accessible only when the proposal is Deleted or Rejected.

Scheduled Implementation Date*: Available only after the state of the proposal is changed to "Accepted".

Services, systems and policies related to finding suitable work for persons who are unemployed or looking for different work, or to support individuals already employed who are seeking promotion on the level of local, regional or national governments as well as services, systems and policies on the level of companies.

Exclusions: economic services, systems and policies (e565), education and training services, systems and policies (e585)

Services and programmes provided by local, regional or national governments, or by companies private organizations to find suitable work for persons who are unemployed or looking for different work, or to support individuals already employed, such as services of employment search and preparation, reemployment, job placement, outplacement, vocational follow-up, occupational health and safety services, and work environment services (e.g. ergonomics, human resources and personnel management services, labour relations services, professional association services), including those who provide these services.

Rationale
For individuals of working age employment is a crucial life area. However, in the present list of ICF’s environmental factors many work-related environmental factors are not covered. This limits usability and therefore implementation of ICF in occupational health care, vocational rehabilitation and (un)employment services. Moreover, these categories and terms used are already commonly used in occupational settings, research and education (of occupational health professionals).

For individuals of working age employmentis a crucial life area. This is true for all individuals, also for individuals with a (chronic) disease. By helping them to get a job, to stay at work, to re-enter the labour market or to change jobs, their quality of life can be enhanced.

There are many work-related and non-work-related factors that can facilitate or hinder work participation. However, the present list of ICF’s environmental factors doesn’t cover many of the work-related environmental factors. This limits usability and therefore implementation of the ICF in occupational health care, vocational rehabilitation, and (un)employment services.

In the literature on work participation many work-related factors are already identified. Moreover, these categories and terms are already commonly used in occupational settings, research and education (of occupational health professionals).

To stress the importance of these factors and to facilitate the use of the ICF in occupational health, the best solutionis a separate chapter on work-related environmental factors. However in this proposal we tried to incorporate some important work-related environmental factors in category e590, especially those related to services, systems and policies of companies aiming at improving the working conditions of the workers of those companies.

Proposal Summary

As work participation is an importantaspect of life and many facilitating and hindering work-related environmentalfactors are still missing in the ICF, in this proposal we describe a way toexpand category e590.


I have tried to respond to the commentsand questions raised.

For services, systems and policies a differentiationis made between services, systems and policies on the level of governments(local, regional, (inter)national) and services, systems and policies on thelevel of companies. The term company is used to indicate an organization wherepeople work.


The following changes have been made:

  • the subdivision of e5900, e5901 and e5902 is the same: a differentiation is made between services, systems and policies on the level of governments (local, regional, (inter)national) and services, systems and policies on the level of companies
  • as a result there is no separate category for individual jobs
  • the term company is used to indicate an organization where people work (instead of employment organization)
  • the term employer isn’t used anymore
  • I have removed the exclusions e135, e240, e250, e255, e260 for e590
  • the term characteristics is removed
  • occupational health and safety services on a governmental level are included in e59000
  • occupational health and safety services on company level are included in e59001
  • health and safety policy on company level is included in e59021
  • health and safety include physical and mental aspects (not subdivided yet)
  • I have tried to avoid wording that is confusing
  • the rationale is adapted

Recommend more detail be provided for new codes provided, i.e. code description for e59000, e59001 & e59020.
Inclusion for e59001 has 'occupational safety and health policy'. Is there enough distinction between this aspect of Services vs the Policies in e5902.

We have some proposed changes of the title and description of e59001 to be consistent to the description of e5900, which use private organizations and that not the same as employment organizations. We propose to change ‘employment’ to ‘private’

e59001 Labour and employment services provided by PRIVATE organizations
Services and programmes that PRIVATE organizations offer to their employees.

We also propose to add the term descriptions to clarify that the new proposed ICF-category e59001 is about descriptions.

We received from our German experts the following comments:

- The extensions of e5900, e5901 and e5902 are supported.

- In category e590, Exclusions, the need to list the e2 exclusions (e240, e250, e255, e260) is not seen . As e590 is about "services, systems and policies", there are no overlaps with "products".

- The proposed category e59011 “Characteristics of individual jobs” should be reconsidered. It does not fit in the e5901 concept to describe “systems”. It is not about administrative control and monitoring mechanisms (see description of e5901). The proposed category is about the description of the work demands and tasks; it is not about “systems”.

I agree with the creating new code of e5900, e5901, e5902 by sources. But I'm not sure that adding the exclusions of e5900 is appropiate. It is needed more evidences or relation between them.

Agree with the exclusions added under e590 (there is a note the 1st round that these are not needed but I think they add clarity and will prevent use of inappropriate codes)

Regarding e59011 and e59020.

e59011 Characteristics of individual jobs

These are key features to include somewhere....they are detailed/granular....do they belong under 'Systems'...if so should they be at the next level down, and should the title and description be at a higher level reflecting 'systems' ?

Regarding e59020 Labour and employment policies on national, regional or community level
In the description, the use of the word 'services' here may be the issue...perhaps the descriptor could be " Policies which govern labour and employment services at community, regional and national levels"

Regarding e59021 Labour and employment policies on organizational level
In thee description could it be "Policies which govern terms of employment etc."

The earlier comments have not been considered about the proposed new category e59011 “Characteristics of individual jobs”, which does not fit to the definition of e5901 (System level), as the proposed definition is about task demands and content. The exclusion e260 Air quality should be changed to e260 Air (accepted 2018)

There is no change in status.
If the public service and the private service are separated here, the service part of other items(e.g. e5800) must be divided into two parts. There are cases where it is difficult to distinguish between the public and private ones, so I think there is no need to separate them.

A possible way of further disaggregation of e5900, e5901 and e5902 accross these categories in a coherent way (and taking into consideration the rationale of the proposal, i.e. their use in occupational health care, vocational rehabilitation and (un)employment services) could be to introduce two sub-categories of each of these: 1. Labour and employment services[or systems/policies] related to getting, maintaining, changing or leaving a job and 2. Labour and employment services[or systems/policies] related to work environment, and health and safety at work.
We agree with Ulrike Trinks comments made 21 June 2018, regarding exclusions in category e590 (”In category e590, Exclusions, the need to list the e2 exclusions (e240, e250, e255, e260) is not seen. As e590 is about "services, systems and policies", there are no overlaps with
"products.").

Recommendation: The proposal needs to be rewritten incorporate the comments from previous years.

Whilst we appreciate the work done we do not support the proposed updates in their present form and do not think they can be finalised and agreed in time for inclusion in ICF 2020 at the 2020 Annual Meeting.

We agree with the comments made by Ulrike Trinks in June and September 2018 and note, as she and others have done, that her comments have not been considered by the proposer.

Related questions for us include:
• The sub-categories do not reflect the definition which is about mechanisms not the structure of an organisation. The wording is confusing with policies included under the services and vice versa.
• What concepts are to be covered by ‘characteristics’? The body providing services, the sector (private, public) of the entities responsible for services or policy?
• Is the difference between ‘employment organisation’ and ‘employer’ clear enough in the proposed new text?
• Should 59021 (organizational level) be more similar in nature/content to 59011 (characteristics of individual jobs)?
• There is nothing about a work health and safety policy, hiring and firing policies, equal opportunities and discrimination.

We recall that a previous, well-researched proposal to include ‘water quality’ – an apparently very useful inclusion in e2 – was not accepted some time ago; this relates to the consideration of including ‘characteristics’ here.

There is a need for a much more fundamental discussion about the approach to expanding and improving the Environmental Factors component of the ICF. [This could include a review of previous proposals – those held over and those previously rejected – say or omit?]
