Descriptions of the Fields of a Proposal

The title of the proposal

Proposal ID: A numerical ID automatically given by the system.

Proposal State: The state that the proposal is in (see the Proposal Lifecycle and the Changing the State of a Proposal sections of the User's Guide for more information)

Update or Revision Proposal: This field shows whether the proposal suggests an update that can be achieved in the usual ICD update cycle or whether it is made for the ICD-11 revision.

Primary Code affected: The primary ICD cide affected by this proposal. (See also the section: Selecting where to attach the proposal in the user's guide)

Secondary Codes affected: See the section: Selecting where to attach the proposal from the User's guide. Volumes Affected: The list of ICD volumes that will be changed as a result of this proposal.

Proposal Type: The type of this proposal. The originator selects this from a predefined list

Change Reason: Similar to above, the originator selects this from a predefined list

Updates Specific to a Language Version*: This field is dislayed only when the proposal is suggesting a change to a specific language version of ICD. Not having this field means that the proposal applies to all language versions.

Detailed Description: This is where the user explains the proposal. He/She may provide the updated version of the ICD text using strikethrough text for the removed parts.

Rationale: This field includes the information on why this change is necessary.

Supporting web links*: Some web links attached to the proposal which are related to this proposal.

Supporting Publications *: A list of uploaded files that related to this proposal. They can be in one of these formats: pdf, doc, rtf, txt, or xls.

Proposal Summary: If the proposal is a revision proposal, a summary of the proposal and the discussions are prepared by the editor and placed in this field after the discussions.

Reason for Deletion*: If the proposal is deleted or rejected, the reason can be placed in this field. This field is accessible only when the proposal is Deleted or Rejected.

Products and technologyMaterials and construction elements for design, construction, maintenance and occupancy of facilities. Facilities include construction entities such as houses, hospitals, schools, stadiums, and airport terminals. that constitute an individual's indoor and outdoor human-made environment that is planned, designed and constructed for public use, including those adapted or specially designed.

Products and technology of entry and exit from the human-made environment that is planned, designed and constructed for public use, such as design, building and construction of entries and exits to buildings for public use (e.g. workplaces, shops and theatres), public buildings, portable and stationary ramps, power-assisted doors, lever door handles and level door thresholds.

Products and technology of indoor facilities in design, building and construction for public use, such as washroom facilities, telephones, audio loops, lifts or elevators, escalators, thermostats (for temperature regulation) and dispersed accessible seating in auditoriums or stadiums.

Indoor and outdoor products and technology in design, building and construction for public use to assist people to find their way inside and immediately outside buildings and locate the places they want to go to, such as signage,in Braille or writing, size of corridors, floor surfaces, accessible kiosks and other forms of directories.

Rationale

The aim of Chapter1 of the Environmental Factors component is the identification of "products and technologies" used in specific life environments (for example, daily life, e115; employment, e135) or activities (mobility, e120). Unlike other categories of Chapter 1, current categories that deal with products and technologies for buildings, public or private, (e150 and e155) identify "products and technologies" in an unclear manner. There is a difference between the main category and its subcategories. Subcategories do not describe products and technologies for buildings (as one would expected of the title of the main category) but they describe products and technologies correlated to some uses of buildings (products and tecnologies for entering and exiting, for gaining access, way finding). Moreover, several examples are often ambiguous and not relevant because they include products and technologies that should be associated with other categories present in Chapter 1. For example,“telephones”(in e1501) or "accessible kiosk" (in e1502) are products to be related to category e125 Products and technology for communication, and "ramps" or "power-assisted doors" (in e1500) are products and technologies that should be attributed to the "building"environment.

This proposal aims to place adequate emphasis on the construction entity, highlighting the basic elements that describe a building, independently of its social function or of its intended use (private/public). We attempted to identify the basic elements for the design and construction of a building, which are the same independently of its intended use.

In this context, the distinction between "private use" and "public use" adds nothing to the descriptive power of categories e150 and e155. While acknowledging that this distinction has an explanatory value, we think that it would be better to associate it with category e515 (see proposal 359).

The most important classifications in the building sector (OmniClassTM Construction Classification System; ISO 12006-2:2015 – Building construction – Organization of information about construction works; UNICLASS 2015) describe the “basic” elements with which the buildings are built.

To describe the “products and technology” for buildings we used as reference the OmniClassTM Construction Classification System. The OmniClass Classification is designed to provide a standardized basis for classifying information created and used by the North American architectural, engineering and construction (AEC) industry, throughout the full facility life cycle from conception to demolition or reuse, and encompassing all of the different types of construction that make up the built environment. We used in particular the definition and the examples encompassed in Table 21, Elements, and in Table 41, Materials.

The group reviewed the three related proposals, #358, 359, 360:

1) changes to e150 changing core content and adding new codes, and removing the public vs private distinction between e150 and e155;

2) deletion of all of e155;

3) the changes to e5150, e5151, e5152 by adding '...for public buildings' to the code title, and the addition of 3 new codes e5153, e51514, e5155 that mirror e5150, e5151, e5152 'for private buildings.

The group agreed that these changes/additions were acceptable, however recommend the following additional work to ensure that content lost in e150 and e155 be captured in the relevant code descriptions in EF. This content includes the following:

entrances, entries and exits, facilities and routing, portable and stationary ramps, power-assisted doors, lever door handles and level door thresholds, washroom facilities, telephones, audio loops, kitchen cabinets, appliances, signage, Braille or writing, size of corridors, floor surfaces, guardrails, emergency signals, secure storage of hazardous objects or materials,entries and exits to buildings for public use (e.g. child care settings, schools, workplaces, shops and theatres), level door thresholds, thermostats (for temperature regulation) and dispersed accessible seating in auditoriums or stadiums, accessible kiosks and other forms of directories.

For example, Braille or writing, emergency signals, accessible kiosks and other forms of directories, telephones, audio loops, signage could be added to:

We recommend that these three proposals be further developed and discussed with some options to incorporate content that would be lost as listed in the last comment. The proposals should be clustered and considered in a comprehensive way as changes made from one proposal will have significant impacts on the others. In addition, further consideration and discussion is needed regarding the change to the public and private distinction, moving it from e150 and e155 to e515

This is a significant proposal that would radically change the content and structure of this code and its sub-codes, and could be detrimental to their utility. The sub-codes currently are distinguished according to aspects/features of buildings that are of clear relevance to people with disabilities (i.e., relating to entering and exiting, gaining access, wayfinding); the proposal would remove these distinctions, replacing them with a North American classification developed for use by the construction industry, the categories of which are not of obvious relevance within the context of the ICF. The purpose of the ICF for describing the person’s experience of functioning within their context must always be a central consideration. The distinction between facilitators/barriers within a person’s home (buildings for private use) and out and about in public places is, likewise, clearly relevant when a person-centred perspective is taken; also, the options available for modifying facilitators/barriers are likely to be different in the context of private versus public buildings. As such, this distinction has utility in the ICF context. The public/private distinction cannot simply be moved from codes e150/e155 to code e515 ‘Architectural and construction services, systems and policies’ – it would have different meaning in the context of code e515.

We would reject this proposal and related proposals 359 and 360.

#358 to #360 Build environment, public and private use
We received from our German experts the following comments:
- The restructuring seems logical and is supported. It is agreed that distinguishing public form private buildings is not essential.
- The wording of the proposal regarding “building” and “facility” should be reviewed. A native speaker may check whether there is a different meaning for “building” and “facility”. It is proposed to solely use then one of these words consistently.

There is feedback, that this change proposal still needs to be worked on. It should not be voted on in 2019.

e150 include the products such as lift and stationry ramps, which are very important environment for the people with walking disability, and these should be classified according to its purposes and functions, considering that this classification would be used for the analysis of the relationship between the patients' ability and the environment.

We reject this proposal 358 and related proposals, 359 and 360. We agree with the rationale and comments made by Madden and Fortune. The interpretation of "design, construction, and building product and technology" as raw materials and physical aspects of building (e.g., foundation, plumbing) is not consistent with the ICF's intent of defining environmental factors that affect functioning. Therefore, product and technology should be interpreted as buildings and components (entry and exit) that affect functioning (and not actual raw materials used for building and construction). It was noted that this particular code is stated differently than others under products and technology to support this reasoning.

We recommend rejecting proposals 358, 359 and 360. We still agree with the reasons set out by Nicola Fortune and Ros Madden in 2018. There is no support for this proposal from FDRG and other commentators. These proposals should be rejected and should take up no more time of the WHO-FIC Network.
